The research purpose of the study is to identify legal gaps and contradictions in the regulation of transfer transitions of student athletes and to develop theoretically substantiated proposals for the unification of these transitions based on the analysis of domestic and foreign experience. Methods and organization of the study.

Methods and organization of research. The methodological basis of the study was a complex of general scientific and private legal methods of cognition. The method of system analysis allowed us to consider student sports as a holistic structure. The formal legal method was used to interpret the norms of Federal laws. The comparative legal method was used to compare the regulations of Russian leagues (ASB, SHL, NSFL) and the rules of the American NCAA Association. Methods of synthesis, classification, and statistical data analysis were also used.

Research results and their discussion. The study identified and systematized the main challenges associated with the transfer of student athletes: academic, sports, socio-psychological, and administrative-legal challenges. The study substantiated the need to unify the rules for this transition, develop integrated support systems, and strengthen interuniversity and interdepartmental cooperation. The study proposed specific management mechanisms, including the development of national guidelines, the creation of digital platforms for tracking academic and sports achievements, and the establishment of mentorship programs.

Conclusion. Proactive and systematic management of the transfer process is essential for ensuring the stable development of student sports and maximizing the potential of each athlete. Effective management of student athlete mobility requires a comprehensive approach, legislative initiatives, and the practical implementation of supportive strategies at all levels. The proposed recommendations will serve as a foundation for further improvement of government policies and university strategies in the field of student sports.
