The purpose: to conduct a comprehensive comparative legal analysis of the regulation of the non-governmental sector in the field of physical culture and sports in Russia and abroad.
Methods and organization of the research. During the study, such research methods as scientific and methodological analysis, analysis of regulatory documents, and process approach were used.
Research results and discussion. In the course of a study of the current public administration system and its interaction with non-governmental organizations in the field of physical education and sports of the Russian Federation, it was revealed that, despite the emerging positive trends, significant challenges remain. Among them are the insufficient level of digitalization of interaction between the state and NPOs, high dependence on centralized solutions, the lack of unified digital platforms, as well as limited access of regional and municipal structures to funding and partnership mechanisms. In addition, their effective functioning requires a transition from one-time grant support to systemic tax deductions.
Conclusion. The study confirms that overcoming barriers to digitalization and decentralization of management in the field of physical education and sports is a critical condition for ensuring national interests and sovereignty. To achieve sustainable development of the industry, it is necessary to create unified digital platforms and introduce mechanisms that ensure effective synergy between the state apparatus and the non-state sector at all levels of government.
